This afternoon, delegates will vote on those proposed bills and elect new IFCSS Council. Tnight, the 3rd congress will elect next IFCSS president. The following is the list of proposed bills as CND reporters saw in the conference hall bulletin board: 001 The proposal for estalishing academic info exchange center (to promote scientific and techenological exchange with scholars in China) 002 Establish the procedure governing the election of IFCSS council members. 003 The proposal to change the procedure of electing delegats to IFCSS Congress. 004 The proposal to set up the procedure rules for IFCSS. 005 The proposal to enhance the exchanges of recreattional and sports activities among CSS in different areas. 006 Admendment to the charter: IFCSS Membership. 007 The proposal to professionalize the operation and administration of IFCSS Headerquarters. 008 The proposal to establish business communication directory of CSS in the US. 009 The proposal to take substential actions in helpping China's scientific, cultural and economical development. 010 The proposal to clarify/stipulate the resposibilities of IFCSS Council and enhance student service activities of local CSS associations. 011 The proposal to continue the lobbying activities in the US Congress on conditional renewal of China's Most Favored Nation trade status. 012 The proposal for IFCSS to accept individual membership. 013 The proposal to establish a coordination committee for recreational and sports activities. 014 The proposal to establish CSS academic info database/directory in the US. 015 The proposal to set up the guidelines for the salary levels of IFCSS HQ staff members. 016 The proposal to allow IFCSS president to be the member of IFCSS Council. 017 Not available. 018 The proposal to establish the computer network directory for CSS professionals. --------------------------------------------------------------------------- 2. Random Bits on 3rd Congress (III) . . . . . . . . . . . . . . . . . .70 --------------------------------------------------------------------------- Reported by: Ya-Gui Wei (1) IFCSS Is Still Growing IFCSS 3rd Congress organizers reported that actually more schools are sending delegates to the 3rd Congress than to the 2nd Congress last year. During the first Congress in Chicago in July 1989, delegates from 183 schools, institutions, and foundations showed up. Last year, 117 units showed up in the 2nd IFCSS Congress in Columbus. This year, 156 schools have originally planned to send delegates to the Congress. Up to this morning, delegates from 128 member units have shown up. Moreover, all the units are constituent-packed schools and academic institutions, no more "foundations" and "centers". (2) Fresh Faces Among Delegates This morning, CND held an informal poll among Congress attendents to see how many delegates have attended IFCSS's previous two Congresses. Among the 100 delegates and non-delegates polled in the Congress, 20 attended the July 1989 first Congress in Chicago, 28 attended the second Congress in Columbus (July 1990). Most of those attended the first Congress were among the 28 who attended the second Congress. (3) Debates About Paying The IFCSS President One Congress delegate proposed this morning that the IFCSS President and other full-time headquarter staffs should be paid in a level that is more comparable to other professional jobs. The original proposal suggested that the President be paid $35,000 annually, subject to adjustment according to the Federations actual income. Others have suggested various incentive programs to link the President's salary to the sucess of his fund raising activities for the Federation. Supporters of the proposal pointed out that the headquater jobs are tough jobs and that all the current headquarter staffs have lost weight considerbly during last year, and yet the stipends they currently received ($1300/mo for the President) can hardly feed themselves, not to mention that most of them need to support a family as well. Other delegates argued that paying the IFCSS officials with a high salary may affect the quality of the candidates. What to do if some inferior guy who can't find a job elsewhere decides that this is another good opportunity to try? Guys: Who told you about IFCSS (USA)'s guranteed leadership in GCSU? That is only a possibility. It has to be decided by the GCSU 2nd Congress. I hope your message will not make other federations unhappy and make IFCSS (USA)'s leading role impossible. Thanks!
