First time in the four year history, five female delegates from five different regions have been elected into this law-making body. The full Congress discussed and voted on all them this morning. The titles and voting records are as below. This session's total valid votes was seventy two (72). The following are brief descriptions of the bills, translated from Chinese to English by Zuofeng Li. Please read the Chinese versions for original languages of the bills. (1) Bill 001: Amendment to Constitution: use of Chinese/English version of the IFCSS Constitution. Adopted: Yes 60 No 0 In order to solve the conflicts between the Chinese version and English version of the Chinese constitution, complete the legal foundation of the IFCSS, according to the state of Maryland's Corporation Registration Law, the following changes are proposed for the charter. 1. Divide the constitution into articles of law and bylaw. Keep the general outline and chapter 11, and add the necessary articles for registration as an non-prorfit organization. 2. change chapter 3 to chapter 10 into bylaws and interpret into English, to replace the English bylaws that exist now. (2) Bill 002: Resolution on releasing delegates' name and organization to public email networks. Not adopted: Yes 27 No 31 This bill is replaced by Bill 010. (3) Bill 003: Resolution on Protecting CSS in the U.S. Adopted: Yes 44 No 4 Whereas the IFCSS constitution stipulates that the IFCSS reflects the wishes of Chinese students and scholars in the U.S.; Whereas, the IFCSS consitution stipulates that IFCSS protects the intersts of Chinese students and scholars in the U.S.; Whereas, the IFCSS's Fourth Convention realizes that the political realities in China creates uncertainties in the safety of the returning CSS and in the career development of CSS in general; Whereas the IFCSS realized that the Chinese students and scholars and IFCSS member schools in the US have been under unnecessary scrutiny and pressure from government agencies, domestic and abroad in many different occasion; It is resolved 1). that the IFCSS shall fully coordinate nationwide efforts to support appropriate legislation protecting Chinese students and scholars in the U.S.; 2). that IFCSS shall collect information on, and deal seriuosly with, any incidents especially those related to travel, social and political activities, that intrude the basic rights of Chinese students and scholarss and IFCSS member schools in the U.S. (4) Bill 004: Resolution on Continuing Lobby for Human Rights Condition to China's MFN renewal. Adopted: Yes 42 No 14 Based on the experience and facts of the last two years, lobbying on MFN is one of the important effective measures that overseas CSS can use to promote improvement in Human Rights in China. Be it proposed that the 4th IFCSS continue the lobbying on MFN with the condition of improving human rights. [An amendment to this bill was proposed, which would have required the IFCSS to lobby for conditional renewal of China's MFN status with human rights conditions only and opppose conditions on trade and nuclear proliferation. The amendment was rejected by the delegates. - Zuofeng Li] (5) Bill 005: Resolution on Registering Student's Afair Committee Adopted: Yes 63 No 1 (6) Bill 006: Resolution on Coordinating Communication. Adopted: Yes 50 No 8 (7) Bill 007: Resolution on Providing Discount Services to CSS. Adopted: Yes 61 No 1 Negotiate with US companies for low prices on CSS's auto, life, property insurances. Part of the income will be for IFCSS, and at the same time guarantee that part of the income goes to the CSS who joined the insurances. (8) Bill 008: Resolution on establishing Science, Technology and Economy exchange committee. Adopted: Yes 48 No 5 Encourage exchanges by CSS to mainland China and Taiwan and Kongkong. (9) Bill 009: Resolution on establishing society information center. Adopted: Yes 47 No 6 IFCSS should establish a computer info center that serves the whole community. Specifically, it should 1. establish a special working committee, study the feasibility of the center and provide a detailed plan and budget for the consideration of the Council. 2. Collect fund via various channels, invest in appropriate hardware and software. 3. The center should be coordinated by the IFCSS, and constructed via cooperation with other community groups. (10) Bill 010: Resolution on open delegates' name and organization list. Not Adopted: Yes 34 No 12 The congress secretariat should make public the name list and their organizations to the Congress as soon as possible. The congress secretatriat should save the lists in a network database that can reach large readers, or China-Net. (11) Bill 011: Resolution on HQ transfer procedure. Adopted: Yes 61 No 1 New term IFCSS HQ officials should formally start work one month after their election, so that they can work together with the old term HQ for a smooth transfer of work. Reporting from the IFCSS 4th Congress: Some Tidbits ...................48 ----------------------------------------------------------------------------- From: Zuofeng Li Source: CND-US, 6/27/92 Xue Haipei's Secret Presidential Campaign Weapon: ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Around the meeting place of the IFCSS, it is becoming a familiar sight: A lovely fat baby being passed around from hands to hands. That's the son of Xue Haipei, IFCSS HQ Secretary General and IFCSS 4th term Presidential candidate. The baby boy reportedly has not been named and the happy parents are considering naming him "Xue Zi-Lian." Given the popularity of the "Learn from IFCSS" name, it can well be argued that Xuye Haipei has produced a secret and unique presidential campaign weapon. IFCSS Council Election Sets Record: ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ No, it's not a record of negative campaign. The delegates were introduced to the 16 IFCSS 4th term Council members elected. After a number of male members were introduced, delegates were happy to greet a lady with warm applauses. But wait. The next member being introduced was ... a lady again! More applauses. And again! And again! ... 5 ladies entered the 4th IFCSS Council all in all. IFCSS 3rd term President Zhao Haiqing, whose office reportedly had frictions with the 3rd term Council, claimed that he would have run for the 4th term President again if he had knew that so many ladies will be in the 4th term Council, since IFCSS Presidential candidate Wang Shijing expressed the belief that it would be easier to cooperate with the ladies... President Election Sets Another Record: ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ The 1st term IFCSS president election had two pairs of candidates. The second term had 2, while the third term had 3. This year is a totally new ballgame however. 4 pairs of candidates showed up on the stage to be subject to the torture questioning of the delegates. After the delegates arrived at the congress, they were issued a blank presidential election form with 6 pairs of candidates. It was soon known that Mr. Zhang Yalai, a visiting scholar at University of Minnesota, was running for the position of the president. Of the 4 IFCSS 3rd term HQ officers, 3 joined the campaign. They are Vice-President Geng Xiao; Secretary General Xue Haipei; and Chief of Staff Gao Hong. CPCU President Wang Shijing and 3rd Term Council member He Baoping complete the list. What is even more different from the previous years is that none of them have announced their running mates, except Mr. Luan Shusheng from Oregon State University announced privately that he'd run for a position of the Vice-President. The final day is here. Delegates were surprised by the dramatic permutations of the list of candidatess that have happened in the last two days.
